<br />EXHIBIT A <br />STAFF RECOMMENDATIONS <br /> <br />Main street Inrrastructure Improvements <br /> <br />1. Downtown infrastructure improvements should occur in a <br />quick, continuous manner with the least disruption possible <br />to merchants. <br /> <br />2. In order to minimize the impacts of the Main street <br />reconstruction project, establish an aggressive advertising <br />plan before and during Downtown renovation. <br /> <br />3. Establish temporary parking lots prior to the commencement <br />of Main Street improvements. <br /> <br />Circulation <br /> <br />. <br />4. Relocate buses off Main street so long as service to <br />Downtown is not reduced. <br /> <br />5. Restripe Spring street for two-way traffic, thus completing <br />a partial loop system, retaining on-street parking on the <br />north side of the street. <br /> <br />6. Defer the Division street restriping for two-way traffic <br />until the Fire Department relocates from the Fire station on <br />Railroad Avenue and until the parking lot behind KolIn's <br />Hardware is consolidated with adjacent lots to allow <br />delivery truck access to Railroad Avenue. <br /> <br />7. Remove the "Through Traffic Use Peters Avenue" sign and the <br />Main Street directional sign at Bernal and Old Bernal <br />Avenues. <br /> <br />8. Improve the design and visibility of the Downtown <br />directional signs. <br /> <br />parkinq Lot PIan <br /> <br />9. Parking lot consolidation as shown on the interim plan, with <br />parking lots open to the public, is strongly encouraged on a <br />voluntary basis for a trial period tied to the <br />reconstruction of Main street. It is recommended that such <br />consolidation begin as soon as possible, extend through the <br />reconstruction of Main street, and remain in effect as long <br />as possible thereafter. <br /> <br />1 <br />
