<br />the property for replacement shall the City allow <br />replacement off-site; such off-site replacement area <br />must be in an area protected by park status, <br />conservation easement, or other permanently protected <br />open space status; "sliver" woodland replacement along <br />golf course fairways shall not be counted as <br />replacement habitat; <br /> <br />b. Restoration/enhancement of existing oak woodland <br />located on-site on a basis of two acres restored for <br />one acre removed; enhancement shall be located on-site, <br />preferably in areas disturbed by grading, and shall be <br />designed to achieve woodland habitat of similar value <br />to that which will be destroyed. <br /> <br />The plan shall be designed to create self-sustaining <br />woodland within a 5-year period, based on survival rates for <br />planting using the method proposed in the EIR. The plan <br />shall include means for ensuring satisfactory replacement of <br />plantings necessary to achieve the replacement/enhancement <br />goal, should the initial planting fail to achieve the <br />desired success. The plan shall be reviewed and approved by <br />the Planning Commission in conjunction with the tentative <br />map review and shall be implemented immediately following <br />rough grading unless a phasing plan tied to the availability <br />of water or other practical considerations is approved by <br />the Planning Commission. <br /> <br />Geology, Soils, Grading, and Drainage <br /> <br />31. A detailed grading plan shall be submitted for review and <br />approval by the Planning Commission in conjunction with the <br />revised site plan to be submitted with the tentative map. <br />The goal of the grading plan shall be to balance cut and <br />fill on the site and to avoid the exportation of excess soil <br />materials. The grading plan shall be accompanied by a <br />design-level geotechnical evaluation focused on the areas of <br />the site which are designated for development. The <br />additional geotechnical information to be submitted in with <br />the tentative map application shall include the following: <br /> <br />a. An analysis of each lot or group of lots with similar <br />subsurface conditions; <br /> <br />b. Identification of unstable slopes that may affect the <br />proposed development area; <br /> <br />c. A slope stability analysis for critical cut and fill <br />slopes and natural slopes with landslide potential, <br />categorized as to potential impacts on the proposed <br />development area, and including recommendations for <br />stabilization; <br /> <br />d.
