<br />PLANNING COMMISSION OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-92-67 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF CASE PUD-91-13 <br />(KOTTINGER HILLS), THE APPLICATION OF CHANG SU-O LIN <br /> <br />WHEREAS, Chang Su-o Lin has applied for Planned Unit Development <br />(PUD) development plan approval to construct 122 single- <br />family residential dwelling units and an 18-hole golf <br />course on an approximately 562-acre site located east of <br />Hearst Drive and south of Red Feather Drive; and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) <br />- Rural Density Residential and Open Space District; and <br /> <br />WHEREAS, at their duly noticed public hearing of August 12, 1992, <br />the Planning Commission, after considering all public <br />testimony, relevant exhibits, and recommendations of the <br />City staff concerning this proposal, recommended approval <br />of the CEQA findings and the Environmental Impact Report <br />prepared for Case PUD-91-13; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />1. The plan is in the best interests of the public <br />health, safety, and general welfare: <br /> <br />The EIR for the project has analyzed in detail the <br />potential effects of constructing 122 housing units <br />and an la-hole golf course on the site. Although <br />the EIR identified a number of issues and <br />potentially significant adverse impacts, the <br />document recommends mitigations measures which <br />would reduce all impacts to an acceptable or less <br />than significant level, with the exception of <br />impacts to oak woodlands and cumulative impacts on <br />regional traffic and wildlife habitat. Staff has <br />recommended other conditions to ensure that the <br />project meets the development and design goals of <br />the City (i.e. the proposed reduction in the number <br />of housing units would maintain traffic levels on <br />local streets within General Plan standards). The <br />acquisition of over 200 acres of pUblicly-owned <br />open space (with potential future trail system) <br />would provide a significant passive recreation <br />amenity to the City. Similarly, the golf course <br />would address an identified need for golf <br />facilities in the Pleasanton area. <br /> <br />2.
