Mitigation measures such as phasing of <br />development and requiring water conservation features to be implemented will help to <br />ensure that water is used efficiently. <br /> <br />CUMULATIVE IMPACT: SCHOOLS <br /> <br />IMPACT: Increased population due to new development adds to the pressure on local school <br />districts. FEIR page 13-6. <br /> <br />Miti~ation Measure 13.3-2: Approval of the Kottinger Hills project shall be contingent <br />upon satisfactory enrollment capacity. The applicants shall participate in an equitable <br />funding plan established by the Pleasanton Unified School District. <br /> <br />Finding: Such actions are within the responsibility and jurisdiction of another public <br />agency and not the City of Pleasant on. Such actions can and should be taken by such other <br />agencies. If taken, such actions would avoid or substantially lessen the significant effect <br />identified in the Pinal EIR. <br /> <br />Rationale for Finding: The proposed funding plan will provide a mechanism for financing <br />necessary school facilities to serve new residents. <br /> <br />CUMULATIVE IMPACT: VEGETATION AND WILDLIFE <br /> <br />IMPACT 13.4B: There is a continuing loss of existing vegetation and wildlife habitat to urban <br />development in the area. FEIR page 13-7. <br /> <br />Miti!!ation Measure 13.4-1: Continue requirements for replacement or restoration of <br />wetlands and other critical habitat. FEIR page 13-7. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into, the project. <br />However, the changes or alterations required in, or incorporated into the project would <br />not reduce the project's contribution to this impact to a level of insignificance. Therefore, <br />a Statement of Overriding Considerations must be adopted upon approval of the project. <br /> <br />Rationale for Finding: The mitigation measures of the EIR, and the ongoing requirements <br />of the City and other agencies, would reduce the magnitude of this loss.
