CULTURAL RESOURCES

IMP ACT lOA: Although no significant archeological resources are known on-site, there is a
potential that future earthmoving activities could uncover archaeological materials. FEIR page
10-2.

Mitiiation Measure 10-1: Follow stop-work and notification procedures if cultural
resources are found during construction. FEIR page 10-2.

Findinl!:: Changes or alterations have been required in, or incorporated into the project
that avoid or substantially lessen the significant effect identified in the Final EIR.

Rationale for Finding: If archeological resources are found, they will be handled pursuant
to the stop-work and notification procedures of the EIR. This will minimize any potential
impacts.

CUMULATIVE TRAFFIC IMPACTS

IMPACTS 13.2A and 13.2B: General Plan buildout will result in congested intersections and
freeway bottlenecks in P1easanton. FEIR page 13-2.

Mitil!:ation Measure 13.2-1: Follow mitigations of the EIR for the P1easanton General
Plan, including transportation management standards, use of the Downtown Specific Plan
to improve levels of service, and other measures. Require the project to pay its pro-rata
share of planned street improvements to Bernal Avenue.

Findin~: Changes or alterations have been required in, or incorporated into the project that
avoid or substantially lessen the significant effect identified in the Final EIR. However,
this impact would not be reduced to an insignificant level. A Statement of Overriding
Considerations must be adopted upon approval of the project.

Rationale for Finding: Proposed measures would improve traffic conditions by reducing
trips and facilitating traffic flow. However, impacts cannot be fully mitigated. These
impacts would occur with or without the Kottinger Hills Project.

CUMULATIVE IMPACT: WATER SUPPLY

IMPACT 13.3A: Ongoing urban development in the area is resulting in a cumulative increase in
water demand. FEIR pages 13-4, 13-5.

Miti~ation Measure 13.3-1: The City shall support and coordinate with areawide efforts
by other agencies to address cumulative impacts on water supplies. FEIR page 13.3-1.

Findini: Such areawide efforts are within the primary responsibility and jurisdiction of
another public agency and not the City of Pleasanton. Such actions can and should be

17

11

.
