FEIR page 7-12. <br /> <br />Mitie:ation Measure 7.3-6: The project site plan shall be submitted to the Police Chief for <br />review and approval. FEIR page 7-15. <br /> <br />Findin~: Changes or alterations have been required in, or incorporated into the project <br />that avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Findin~: Police Department input into trail design will ensure that police <br />services are properly provided. <br /> <br />ACCESS TO NEIGHBORHOOD RECREATION FACILITIES <br /> <br />IMPACT 7.4A: There is a lack of convenient access to neighborhood recreation facilities in the <br />proposed project. FEIR page 7-16. <br /> <br />Mitie:ation Measure 7.4-1: Redesign project to include neighborhood recreation facilities. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into the project <br />that avoid or substantially lessen the significant parks and recreation effect identified in <br />the Final EIR. <br /> <br />Rationale for Finding: Requiring developer provision of neighborhood recreation facilities <br />will resolve this adverse impact. <br /> <br />OPEN SPACE OWNERSHIP AND MANAGEMENT <br /> <br />IMPACT 7.4B: The project contains large amounts of open space, in addition to the golf course. <br />The ownership and management of the open space has not been determined. Without an effective <br />program for open space, trash dumping and other problems could occur. FEIR page 7-17. <br /> <br />Mitie:ation Measure 7.4-2: An open space management plan shall be prepared to identify <br />the entity who will own and manage the project's open space. Management and <br />maintenance responsibilities shall be specified and shall be specifically correlated with <br />design-level characteristics of the project.
