<br />section 2. Finds, after having reviewed and considered the <br />materia1 in the Environmenta1 Impact Report, that the <br />Environmental Impact Report prepared is complete, <br />sufficient, and acceptable for the project proposed. <br /> <br />section 3. Finds that all feasible mitigations have been <br />incorporated into the project to reduce mitigatable <br />impacts to a level of insignificance, and finds that <br />there are specific project-related benefits which <br />override the unmitigatable significant environmental <br />effects, all as described in the attached Exhibit "C." <br /> <br />Section 4. Finds that the Environmental Impact Report for the <br />proposed development plan has been completed in <br />compliance with the California Environmental Quality Act, <br />and State and city guidelines. <br /> <br />Section 5.
