FEIR <br />page 9-19. <br /> <br />Findinl!: Changes or alterations have been required in, or incorporated into the project <br />that avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Finding: The requirement for no net increase in runoff will avoid possible <br />offsite flooding and drainage impacts, since no additional water will leave the site during <br />peak hours. <br /> <br />GRADING <br /> <br />IMPACT 9H: Any imbalance in cut and fill could create excessive truck traffic to haul dirt <br />offsite. <br /> <br />Miti~ation Measure 9-25: Require balance of cut and fill, or reduce any offsite hauling to <br />a nominal level. <br /> <br />Findins:: Changes or alterations have been required in, or incorporated into the project that <br />avoid or substantially lessen the significant effect identified in the EIR. <br /> <br />Rationale for Finding. The requirement for balanced cut and fill will minimize the <br />potential need for offsite hauling. <br /> <br />GROUND WATER <br /> <br />IMPACT 91: Shallow groundwater may be present on the site. Grading could affect groundwater <br />flow. Landscape irrigation could adversely affect groundwater. FEIR pages 9-20,9-21. <br /> <br />Mitil!ation Measures 9-1. 9-26 through 9-29: Identify all areas exhibiting shallow ground <br />water conditions, and recommend actions for shallow groundwater effects. Evaluate <br />surface drainage in relation to groundwater. Subdrains shall be installed according to the <br />standards in the FEIR. Irrigation guidelines shall be provided to project homeowners. <br />FEIR page 9-21. <br /> <br />Findinl!: Changes or alterations have been required in, or incorporated into the project <br />that avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Findins:: The geotechnical investigation will identify potential ground water <br />problems, and development will proceed only in accordance with strict standards. <br />Necessary subdrains will be installed and irrigation guidelines will be given to project <br />residents to ensure that irrigation will not adversely affect ground water. <br /> <br />16 <br /> <br />II .
