<br />Rationale for Findin~: The detailed geotechnical investigation will provide measures to <br />minimize settlement risks. Monitoring settlement of deep fills will further limit these <br />impacts. <br /> <br />EXPANSIVE SOIL <br /> <br />IMP ACT 9E: Changes in volume of expansive soils caused from changes in soil moisture content <br />could create ground movement that can damage structure foundations and other improvements. <br />FEIR page 9-16. <br /> <br />Mitigation Measures 9-1. 9-18 through 9-20: Expansive soils shall be evaluated as part of <br />a detailed geotechnical evaluation, with measures developed to reduce the risk of damage <br />to improvements from expansive soils. Evaluate expansion potential and provide proper <br />design of foundation and pavement sections. Provide proper surface drainage to control <br />moisture level in soil. FEIR pages 9-17, 9-18. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into the project <br />that avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Finding: The geotechnical evaluation will identify expansive soils, and <br />ensure that special techniques are used on these soils to reduce the risk of damage. <br /> <br />SEISMIC HAZARDS <br /> <br />IMPACT 9F: The Planning Area will likely experience moderately strong to very strong ground <br />motion during the life of the proposed development. Damage to structures and improvements, as <br />well as injury to people, may occur due to strong ground shaking during a major seismic event. <br />FEIR page 9-18. <br /> <br />Miti~ation Measures 9-1. 9-21 and 9-22: Seismic hazards shall be analyzed as part of a <br />detailed geotechnical evaluation. Direct and indirect effects of ground shaking shall be <br />assessed. Design and construct structures to maintain integrity during a major seismic <br />event.
