<br />Rationale for Findine:: The Open Space Management Plan will define the improvements <br />contemplated for each area, phasing of the improvements,. and management and <br />maintenance for each area. <br /> <br />PEDESTRIAN TRAILS / BICYCLE CIRCULATION <br /> <br />IMPACT 7.4C: Without proper arrangement for planning and maintenance of a pedestrian trail <br />network, there could be a potential significant adverse impact, due to parking, maintenance and <br />security problems. EIR page 7-17. <br /> <br />Mitigation Measure 7.4-3: Provide a detailed pedestrian and bicycle circulation plan to <br />the City, with information on security, maintenance, and design. FEIR page 7-18,7-19. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into the project <br />that avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Finding: The new information on security, maintenance, and design will <br />resolve the potential parking, maintenance and security problems. <br /> <br />CONSTRUCTION NOISE <br /> <br />IMPACT 8A: Construction will generate significant noise for adjacent residents in the area. <br /> <br />Mitigation Measure 8-1: Restrict hours of equipment operation. Phase construction <br />activities to minimize duration of noise exposure for neighbors. FEIR page 8-3. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into the project <br />that avoid or substantially lessen the significant effect identified in the Final EIR. <br /> <br />Rationale for Findinl!: Noise-efficient equipment will decrease construction noise impacts. <br />Phased construction will allow intensive grading and other operations to be done at places <br />and at times when there .are less noise-sensitive uses in place. <br /> <br />SLOPE STABILITY <br /> <br />IMPACT 9B: The hillsides in the Planning Area are prone to landslide activity and soil creep. <br />Cuts and fills are planned which could aggravate slope instability. FEIR page 9-11. <br /> <br />Mitigation Measures 9-1 through 9-9: Provide a supplementary geotechnical investigation <br />to provide supplementary identification and accurate mapping of all landslides, debris flow <br />areas, and soil creep areas. Specific recommendations to stabilize landslides and unstable <br />slopes shall be related to the proposed development. Design grading so that slope stability <br />is improved. Control water movement with ditches and subdrainage. Identify and stabilize <br /> <br />13 <br /> <br />11 <br /> <br />. <br />
