Findine:: Changes or alterations have been required in, or incorporated into the project that avoid or substantially lessen the significant effect identified in the Final EIR. Rationale for Findine:: The mitigation measure in the EIR would place appropriate restrictions on construction activities near active raptor nests, thus avoiding this impact.
