PLANNING COMMISSION CITY OF PLEASANT ON

ALAMEDA COUNTY, CALIFORNIA

RESOLUTION NO. PC-92-63

RESOLUTION APPROVING A CONDITIONAL USE PERMIT AS FILED UNDER
CASE UP-92-21 FOR VALLEY COMKUNITY CHURCH

WHEREAS, Valley Community Church has applied for a conditional use
permit to expand an existing church use to incorporate a
new sanctuary, administrative offices, and classrooms at
the Valley Community Church located at 4455 Del Valle
Parkway; and

WHEREAS, zoning for the property is P (Public and Institutional)
District; and

WHEREAS, at their duly noticed public hearing of July 22, 1992,
the planning Commission considered all public testimony,
relevant exhibits and recommendations of the city staff
concerning this application; and

WHEREAS, the Planning commission made the following findings:

A. The proposed location of the conditional use is in
accordance with the objectives of the zoning
ordinance and the purpose of the district in which
the site is located.

The subject church property is zoned "P" (PUblic
and Institutional) District. One purpose of the
Public and Institutional district is to provide for
the orderly establishment of public or quasi-public
facilities, and expansion of their operations.
staff feels that the proposed church expansion
would meet this zoning district purpose.

Some of the objectives of the zoning ordinance are
to: foster a harmonious, convenient, workable
relationship among land uses, protect existing land
uses from inharmonious influences and harmful
intrusions, promote a safe, effective traffic
circulation system, and to ensure that public and
private lands ultimately are used for the purposes
which are most appropriate and beneficial to the
city as a whole. As conditioned, the proposed
church expansion would be consistent with these
obj ecti ves. The existing church operation has been
compatible with the surrounding neighborhood and
that the expansion should also be. The one area of
possible concern, parking, has been conditioned so
that all activities will be accommodated on site.
The applicants were required to receive design

..

.

. .
