1996 General Plan, various Specific Plans, the General Plan Issues Report and ideas discussed at <br />Planning Commission and City Council meetings on the General Plan Update. This Preliminary <br />Draft was then reviewed by the Planning Commission at two meetings (April 7 and April 27, <br />2005). <br /> <br />At the April 27 meeting, the Planning Commission listened to public comment, considered the <br />draft Vision and Principles prepared by staff and also discussed a narrative Vision statement <br />provided by one of the Commissioners. A discussion ensued that resulted in some proposed <br />amendments to both the staff draft (Attachment 1) and the Commissioner's submittal <br />(Attachment 2). However, Planning Commissioners expressed the opinion that this discussion <br />had already taken place with the community in meetings at the beginning of the General Plan <br />Update process, and that as General Plan work proceeded, the direction or vision of the General <br />Plan would become clearer. No further discussion of this subject was warranted at this time. <br />The Planning Commission's recommendation to the City Council was to abandon the visioning <br />process in favor of starting work on the substance of the General Plan. <br /> <br />DISCUSSION <br /> <br />Attachment 1 shows the draft Vision and Principles as amended by comments from two Planning <br />Commissioners. Attachment 2 represents the vision statement prepared by Commissioner <br />Roberts as amended with other Commissioner comments. Neither was agreed on by the Planning <br />Commission as a whole. <br /> <br />Assuming the City Council wishes to proceed with the Visioning process, staff proposes the City <br />Council select (and amend, if appropriate) either the Draft Vision and Principles shown in <br />Attachment 1 or the Vision Statement shown in Attachment 2. Staff further proposes public <br />review on the following schedule: <br /> <br /> Late May 2005 Draft Vision and Principles published in Pleasanton Weekly; City <br /> staff at Farmers Market to pass out material on Vision and Principles <br /> and Town Meetings (see below); Vision and Principles posted on <br /> General Plan web page. <br /> <br /> Early June, 2005 Two Town Meetings where members of the public work in small <br /> groups to review and refine the Draft Vision and Principles. <br /> <br /> July, 2005 City Council considers Draft Vision and Principles as amended with <br /> public input. City Council reaches agreement on Draft Working <br /> Vision and Principles to guide development of General Plan goals, <br /> policies and programs <br /> <br />At the recent City Council Priorities meeting, the question of the Vision Statement process was <br />discussed.
