THE CITY OF ~'~m~~ <br /> <br /> City Council <br /> Staff Report <br /> <br /> May 3, 2005 <br /> Planning Department <br /> <br />SUBJECT: General Plan Vision Statement <br /> <br />PURPOSE: To receive City Council input on: 1) a Draft Vision and Principles <br /> statement, and 2) a schedule and work plan for public review and City <br /> Council consideration <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Staff recommends the Council consider the Draft Vision Statements, work <br /> plan and schedule, and provide direction to staff <br /> <br />SUMMARY: As directed by City Council, staff is proposing a process for developing a <br /> General Plan Vision Statement. Staffis proposing that one of the draft <br /> statements discussed by the Planning Commission is reviewed by the public, <br /> and then the draft and public comments be considered by the City Council. <br /> Alternatively, if the City Council wished to accelerate the process, it could <br /> review the Vision statements at this meeting, and agree on a Working Draft <br /> Vision and Principles to guide the General Plan update. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />On March 1, 2005, the City Council directed that the updated General Plan include a Vision <br />statement. Drafting a Vision and Principles provides an opportunity for the community to <br />define the end result and the "big ideas" that will guide the update process. It also allows the <br />community to reach general agreement on core values and overarching goals prior to discussions <br />of specific goals, policies and programs or map alternatives. A Preliminary Draft Vision and <br />Principles statement was prepared by staff by gleaning ideas from several sources, including the <br /> <br />SR 05:i15 <br />Page 1 of 3 <br /> <br /> <br />
