Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Tract 5904, Beratlis Property, consists of fifteen single-family lots (14 new single-family <br />homes plus one existing single-family home) on approximately 8.9 acres. Tract 5904 is <br />located on the north side of Crellin Road between the Vintage Heights and Foxbrough Estate <br />neighborhoods. <br /> <br />Tract 5904 is the subdivision of the 8.9-acre Beratlis property into 15 single-family lots and <br />six remainder parcels in conformance to PUD-91-14. Lots 1 through 11 and 13 through 15 <br />would be developed with new single-family homes. Lot 12 would be the site of the present <br />Beratlis home which would be retained. As agreed to by Mr. Beratlis, and reflected on the <br />approved development plans, Parcels 1 through 4 would be conveyed to the adjoining <br />properties of the Foxbrough Estates development (802, 814, 826, and 838 Gray Fox Circle) <br />and Parcels 5 and 6 would be conveyed to the adjoining properties of the Vintage Heights II <br />development (3023 and 3035 Crestablanca Drive). These six relatively small pamels of land <br />are the slope bank located between the new proposed lots and the existing lots surrounding this <br />new development. It is normally desirable to have the lot owner on the lower property control <br />the slope bank above their property; consequently, a condition of approval was written into the <br />PUD approval requiring that the slope bank be conveyed in fee to the adjacent property <br />owners. <br /> <br />The developer of this development has met with each of the surrounding property owners who <br />will be receiving the slope bank. All of these property owners have agreed to accept the slope <br />bank. The developer will be recording concurrently with the recording of this final map a lot <br />line adjustment that will merge these sliver properties (slope bank) with the existing lots. <br /> <br />Lots 1 and 2 would be accessed from Crellin Road via a shared access driveway, Lot 3 <br />directly from Crestablanca Drive, and Lots 4 through 15 from Beraflis Place. The on-site <br />infrastructure would include extending and terminating Beraflis Place with a cul-de-sac bulb <br />and constructing on-site crib lock retaining walls, shared access driveways, and utilities <br />(storm, water, and sanitary sewer lines) serving all proposed lots. All proposed public <br />infrastructure would be connected to the existing street and utilities previously stubbed to the <br />Beratlis property with the construction of the Vintage Heights II development (Tract 5835). <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />Beratlis Place is a public street and will be maintained by the City. The storm drain, sanitary <br />sewer and water systems within Beratlis Place serving this project will be maintained and <br />operated by the City.
