<br />Resolution No. PC-93-19 <br />Page 2 <br /> <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />The site is properly located in relation to pUblic <br />streets, sidewalks and off-street parking. <br />Adequate off-street parking is available. Students <br />safely could walk to the studio from nearby <br />residences and there is safe vehicular ingress and <br />egress to the parking lot. As conditioned, the <br />hours of operation of the studio would be such that <br />the studio would pose little traffic, noise or <br />other conflict with area businesses or residences. <br />The building would be rehabilitated to the extent <br />to ensure the safety and comfort of the occupants. <br />The concepts of this martial art, which include a <br />strict philosophy of morals and good behavior, <br />should help to create an atmosphere in which <br />students are well-behaved around and near the <br />studio grounds. <br /> <br />since the applicant expects many of the students to <br />carpool, or that students under the age of 16 often <br />will be "dropped-off" by parents, the number of <br />parking spaces (9), immediately adjacent to the <br />building should be sufficient to accommodate <br />students and the 2 employees during the weekdays. <br />Although the Saturday hours may be more <br />problematic, the number of parking spaces in the <br />lot exceeds that required for the County Fair <br />Market building by 32. An additional 14 spaces are <br />"available" once the 18 spaces for Dean's Cafe, <br />American Cleaners and the karate studio are <br />accounted for. Sufficient parking will be <br />available for all potential parking lot users. <br /> <br />C. That the proposed conditional use will comply with <br />each of the applicable provisions of this chapter. <br /> <br />The conditional use is required to comply with all <br />applicable sections of the Municipal Code governing <br />properties zoned "Central Commercial", and with <br />section 18.124 (Conditional Uses). <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act <br />(CEQA); and <br />
