Resolution No. PC-93-1S
Page 2

As proposed, the massage studio will not alter in
any way the exterior of the Pleasanton station
building so as to detract from its attractive
architectural features. In addition, the massage
studio will not interfere with surrounding uses I
ability to operate. The proposed studio would add
to the economic vitality and diversity of the
Downtown, possibly contributing patronage to other
businesses. The anticipated client demand will not
generate any unusual demands on existing parking
for the building or the Downtown. As conditioned,
the proposed use will be compatible with adjacent
office uses located within the building. The
applicant can also be required to mitigate future
nuisances as a result of the proposed use.

B. That the proposed location of the conditional use
and the conditions under which it would be operated
or maintained will not be detrimental to the public
health, safety, or welfare, or materially injurious
to the properties or improvements in the vicinity.

Given the proposed hours of operation, the
projected number of clients, and the size of the
business, staff feels the massage studio will not
impact surrounding uses. Also the proposed use
will have adequate on and off-street parking to
meet project demand. Professional massage studios
tend to be quiet and will not subject surrounding
uses to heavy truck traffic, hazardous conditions,
or other objectionable influences.

C. That the proposed conditional use will comply with
each of the applicable provisions of the zoning
ordinance.

The site's PUD - Commercial zoning conditionally
permits the establishment of massage studios. The
proposed use complies with all relevant sections of
the zoning ordinance. Granting a conditional use
permit to the applicant would be consistent with
the city's ability to regulate zoning as listed in
the Municipal Code Chapter 18.124.

WHEREAS, projects of this nature are categorically exempt from the
requirements of the California Environmental Quality Act
(CEQA); and

WHEREAS, the Planning commission determined that the proposed
conditional use is appropriate for the site.
