Such signs shall be portable <br />and not attached to any fixture, and must be moved upon <br />request of the superintendent of streets if they interfere <br />with construction activity, traffic, or the public safety. <br />4. Window Signs. Window signs of a temporary nature, such as <br />those painted directly onto a window or on paper, are <br />allowed for more than thirty days and may not cover more <br />than twenty-five percent of the total window area of a <br />business. <br />5. Decorations: Decorations such as flags, pennants, <br />streamers, and small balloons may be used at the front or <br />back of a business. Large hot/cold air balloons are allowed <br />in accordance with the provisions of section 18.96.060 K of <br />this title or as otherwise endorsed by the city council. <br /> <br />B. No design review approval or fee is required for signs <br />permitted under this section, provided that the signs <br />strictly adhere to the standards in subsection 18.74.250 A. <br />No sign or decoration shall be erected or maintained in a <br />manner which is unsightly or unsafe or which blocks <br />visibility of another business sign or storefront window. <br /> <br />c. This ordinance shall expire when work on the Main street <br />Reconstruction project is substantially complete, meaning <br />that the street and sidewalks have been repaved and are open <br />to pedestrian and two-way vehicular traffic.
