According to the united states Department of <br />Housing and Urban Development Flood Hazard Maps, no <br />portion of the site will be affected by the 100- <br />year or 500-year floods. <br /> <br />c. Full public street infrastructure including curb, <br />gutter, and sidewalks; streets and bus-stops; and <br />water, storm, and sanitary sewer lines are present <br />to serve the site. All on-site infrastructure <br />shall be installed by the project developer. <br /> <br />2. Whether the plan is consistent with the City's <br />General Plan: <br /> <br />a. The project density of 9.4 du/acre conforms to the <br />site's High Density Residential (8+ du/ac) land use <br />designation even though the individual density of <br />Area "c" at 6.93 du/ac is less than the General <br />Plan. The General Plan considers the average <br />density of the specific project areas to be <br />controlling. <br /> <br />b. The City's General Plan sets forth policies that <br />encourage 25% of the city's housing stock to be <br />mUlti-family housing and that 50% of the multi- <br />family housing be provided as rental units. As of <br />January 1, 1992, the City had exceeded both those <br />goals with multi-family units comprising 36% (7,213 <br />units) of the housing stock and with 68% of those <br />units provided as rental units. Exchanging the <br />proposed 318 mUlti-family units and 176 single- <br />family units for the approved 416 mUlti-family <br />uni ts (Spanish Oaks Phase II) would not change <br />significantly the 36:74 ratio noted above. Nor <br />would the loss of 416 mUlti-family rental units in <br />exchange for 318 mUlti-family, owner-occupied units <br />cause the City fall below its 50% mUlti-family <br />rental unit target. <br /> <br />c. The proposed project meets General Plan policies in <br />that varying types of for-sale residential housing <br />are made available to buyers in the "moderate- <br />income" and low "above-moderate" income ranges. <br /> <br />3. Whether the plan is compatible with previously <br />developed properties in the vicinity and the <br />natural, topographic features of the site: <br />
