<br />Resolution No. PC-93-05 <br />Page 2 <br /> <br />(apartments and condominiums) on the north, east, <br />and west sides along Palomino Drive and Norton Way. <br />A large area of existing medium-density, single <br />family homes (part of the Vintage Hills <br />neighborhood) is located across an existing <br />drainage channel toward the south on the Concord <br />street side. The parcel is an infill site which <br />was pregraded in the 1970's in conjunction with <br />surrounding improvements. The proposed development <br />would maintain the essentially flat existing <br />topography of the site. The minimal grading needed <br />to construct the homes on the site would conform <br />with City standards. <br /> <br />3. The design of the subdivision and proposed <br />improvements will not cause substantial <br />environmental damage or substantially and avoidably <br />injure fish or wildlife or their habitat. <br /> <br />There is no known significant natural vegetation or <br />wildlife habitat present on the small infill site. <br /> <br />4. The design of the subdivision is not likely to <br />cause serious public health problems. <br /> <br />The seven townhomes would generate approximately 49 <br />new round-trip vehicle trips on adjacent city <br />streets based on accepted traffic engineering trip <br />generation standards. The existing street system <br />has been designed to accommodate this incremental <br />additional traffic. All improvements within the <br />subdivision would be designed and built to City <br />standards. <br /> <br />5. The design of the subdivision or its related <br />improvements will not conflict with easements, <br />acquired by the public at large, for access through <br />or use of property within the proposed subdivision. <br /> <br />There are no easements present on the site which <br />would conflict with the proposed improvements. <br /> <br />WHEREAS, the Planning commission determined that the tentative map <br />is in substantial conformance with the PUD approval. <br />
