<br />operate. The proposed studio would add to the <br />economic vitality and diversity of the Downtown, <br />possibly contributing patronage to other <br />businesses. The anticipated client demand will not <br />generate any unusual demands on existing parking <br />for the building or the Downtown. As conditioned, <br />the proposed use will be compatible with adjacent <br />retail and office uses located within the building. <br />The applicant can also be required to mitigate <br />future nuisances as a result of the proposed use. <br /> <br />B. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />Given the proposed hours of operation, the <br />projected number of clients, and the size of the <br />business, staff feels the massage studio will not <br />impact surrounding uses. Also, staff believes that <br />the proposed use will have adequate on and off- <br />street parking to meet project demand. <br />Professional massage centers tend to be quiet and <br />will not subject surrounding uses to heavy truck <br />traffic, hazardous odors, or other objectionable <br />influences. <br /> <br />C. <br /> <br />The proposed conditional use will <br />of the applicable provisions <br />ordinance. <br /> <br />comply with each <br />of the zoning <br /> <br />The site's C-C zoning conditionally permits the <br />establishment of massage studios. The proposed use <br />complies with all relevant sections of the zoning <br />ordinance. Granting a conditional use permit to <br />Katherine Lake would be consistent with the city's <br />ability to regulate zoning as listed in the <br />Municipal Code Chapter 18.124. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act; <br />and <br /> <br />WHEREAS, the Planning Commission determined that the proposed <br />conditional use is appropriate for this site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />
