PLANNING COMMISSION CITY OF PLEASANTON

ALAMEDA COUNTY, CALXFORNXA

RESOLUTION NO. PC-92-17

RESOLUTXON RECOMMENDING APPROVAL OP CASE PUD-91-15, THE
APPLICATION OP WEST VXEW PROPERTXES, LTD. (LOUIS G. BALDACCX)

WHEREAS, West View Properties, Ltd. (Louis G. Baldacci) has
applied for planned unit development (PUD) rezoning and
development plan approval to construct 46 paired single-
family homes and two detached single-family homes on an
approximately 6.51 acre site located southeast of the
Stoneridge Drive and stone Point way intersection; and

WHEREAS, zoning for the property is PUD (Planned Unit Development
- Medium Density Residential (MDR) and High Density
Residential (HDR) Districts; and

WHEREAS, the proposed project is covered by the stoneridge Drive
Specific Plan EIR, therefore no additional environmental
document was prepared for this project; and

WHEREAS, the Planning Commission made the following findings:

1. The plan is in the best interests of the public
health, safety, and general welfare:

The stoneridge Drive Specific Plan
Environmental Impact Report has analyzed in
detail the potential hazards and effects of
construction on the subject property.
Mitigation measures proposed by the ErR to
reduce the impacts to an insignificant level
have been constructed by other projects, e.g,
the signalized intersection of stoneridge
Drive with stone pointe Way, or will be
constructed by this project, e.g, the
soundwall along the stoneridge Drive project
frontage.
The project is conditioned to finance its
share of the costs to widen EI Charro Road,
improve the El Charro Road/I-580 interchange,
construct the stoneridge Drive bridge over the
Arroyo Mocho Canal, and construct 26 acres of
public parks in the specific plan area.
The project site lies well outside the Airport
Land Use Commission's (ALUC) clear zone,
approach zone, and 65 CNEL noise contour
adopted for the Livermore Airport. The
adopted ALUC safety zone, which defines
compatible and incompatible land uses extends
only to the east side of EI Charro Road.
