<br />12. The developer shall prepare an open space management program for <br />the open space areas along Foothill Road and common landscape <br />areas (such as street median islands) prior to tentative map <br />approval. The management mechanism shall provide for continued <br />maintenance of the open space areas in perpetuity, weed <br />abatement, enforcement of CC&Rs prohibiting construction, etc. <br />within the open space areas, and for continued maintenance of <br />landscape areas to the satisfaction of the city. The program <br />shall indicate levels of maintenance required and shall be <br />administered by the homeowners' association <br /> <br />13. The project applicant shall prepare specific guidelines for the <br />open space easement areas and for the properties abutting them. <br />These guidelines shall be incorporated into the Oak Tree Farm <br />Landscape Guidelines prior to approval of the tentative map. <br />CC&Rs shall be prepared to the satisfaction of City staff, <br />indicating the responsibilities of each property owner regarding <br />improvement and maintenance of these "scenic easement areas". <br /> <br />scenic easement areas shall be <br />tentative subdivision map, prior to <br />restrictions shall be recorded on <br />properties, to the satisfaction <br />(modification of MM 3g) <br /> <br />clearly indicated on the <br />approval. Mitigation of visual impacts of home construction on the upper <br />knoll shall include: <br /> <br />a. The project landscape design guidelines shall include <br />specific requirements for landscape installation for Lots <br />62-65. Landscaping for these homes shall be located on the <br />lot to screen those portions which are most visible from <br />Interstate 680. In particular, the use of a combination of <br />large-sized, fast-growing native species as well as <br />smaller-sized, additional oak trees (native to the site) <br />shall be required for these sites. Native plant materials <br />would provide less visual contrast with the existing <br />hillside vegetation and further reduce visual impact. <br /> <br />Ornamental plant and turf installation shall be limited as <br />much as possible on these lots, shall be located in areas <br />away from freeway visibility and shall be screened with <br />native vegetation to reduce visual contrast. (MM 5b) <br /> <br />b. Homes shall be located on these lots to take advantage of <br />as much of the native vegetation as possible. The <br />architectural design guidelines shall identify clearly the <br />preferred structure location for these lots. (MM 5c) <br />
