<br />Additionally, recommended conditions would limit <br />the amount of 1ands~ide repair permitted for <br />development of lots, and elimination of lots which <br />would necessitate repairs adversely affecting the <br />visual character and terrain. <br /> <br />4. The grading takes into account environmental <br />characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect <br />upon the environment as possible. <br /> <br />Grading for development alone is proposed in such a <br />fashion as to be sensitive to existing vegetation <br />and contours. However, grading due to landslide <br />repair could have significant adverse impacts on <br />the natural topography and vegetation. staff has <br />recommended elimination form the plan of certain <br />lots (Lots 3, 4, 6 and 7) to reduce the need for <br />landslide repair in sensitive areas of the site. <br />The applicant has redesigned the plan to reflect <br />this condition. <br /> <br />However, further geotechnical studies may indicate <br />that grading for landslide repair could extend <br />beyond the areas indicated on the buttress plan <br />(SEIR, Chapter 9, Figure 9-4). Such grading may <br />have additional impacts on the visual quality of <br />the site and on vegetation. staff has added a <br />condition of approval which states that the <br />Planning Commission may require at the tentative <br />map stage, elimination of additional lots from the <br />plan if the commission feels that the landslide <br />repair necessary to construct those lots would have <br />adverse impacts. <br /> <br />5. <br /> <br />The streets <br />located to <br />landscape: <br /> <br />The development plan has indicated streets in areas <br />where little grading would need to occur and have <br />designed streets so that they are as unobtrusive as <br />possible. Recommended mitigation measures and <br />conditions of approval require that homes be <br />designed to blend with the natural terrain and <br />located to take advantage of existing vegetation. <br /> <br />and buildings have been designed and <br />complement the natural terrain and <br /> <br />6. <br /> <br />Adequate public safety measures have <br />incorporated into the design of the plan: <br /> <br />been <br /> <br />The plan already incorporates emergency vehicle <br />access (EVA) roads throughout the project site. <br />Implementation of conditions and mitigation <br />
