<br />As discussed in section IV. A. above, the plan as <br />proposed is consistent with the General Plan land <br />use designations of Rural Density and Low Density <br />Residential, but the plan is D2t consistent with <br />land use policies of the General Plan, such as <br />maintaining average densities across the site, <br />maintaining the site's holding capacity of 51 <br />units, and providing on-site public amenities to <br />off-set the proposed above-average density. <br /> <br />The SEIR suggests mitigation measures to make the <br />project consistent with General Plan policies, and <br />staff has recommended implementing these or similar <br />measures. The project would be consistent with <br />General Plan policies only if the number of lots <br />proposed were reduced to 51, or if a useable. <br />DUblic amenity is provided to off-set the increased <br />density. <br /> <br />with the recommended mitigation measures for <br />further geotechnical study and with proper <br />landslide repair measures, the project can meet the <br />General Plan safety Element policy of "acceptable <br />risk". staff has conditioned that elimination of <br />lots from the plan may be required if the repair <br />measures necessary to achieve "acceptable risk" are <br />determined to be too drastic. <br /> <br />3. <br /> <br />The plan is compatible with previously <br />properties in the vicinity and the <br />topographic features of the site: <br /> <br />developed <br />natural, <br /> <br />As noted in the SEIR, the vicinity is characterized <br />by low density residential development. <br />Development of this site would be a continuation of <br />the trend of residential development along the west <br />side of Foothill Road. Properties immediately <br />adjacent to the site have been developed on larger <br />lots, with homes that generally maintain a fairly <br />low profile. Mitigation measures and conditions of <br />approval would require the project to maintain land <br />use and visual consistency with adjacent <br />properties. <br /> <br />The development plan for the site generally is <br />sensitive to the natural features of the site. The <br />majority of the residences would be located on the <br />flat portion of the site, with only a few homes <br />located in hillside areas. Restrictions on <br />structure height, lot-grading, landscaping and <br />requirements for split-pad homes would make the <br />project compatible with the natural terrain. <br />
