<br />this type of development. The site is large enough <br />to accommodate the 27 two-story units with adequate <br />parking and common and private open space areas. <br />The density of the proposed project is at the upper <br />end of the density range that is normally <br />associated with the proposed townhome product type. <br />Given this density and the odd configuration of the <br />site, one would expect that the site plan would <br />appear "cramped". The applicant, however, has <br />designed the overall site plan in such a manner <br />that the appearance off "over-building" has been <br />substantially minimized. This has been <br />accomplished through the staggering of the units' <br />setbacks, architectural detailing, rear and front <br />yard setbacks, and an on-site recreation area. <br /> <br />3. The design of the subdivision and proposed <br />improvements will not cause substantial <br />environmental damage or substantially and avoidably <br />injure fish or wildlife or their habitat. <br /> <br />The site is located within an urban area and <br />currently contains several residences and accessory <br />structures. A Negative Declaration of <br />environmental impact was prepared and adopted for <br />this project in conjunction with the PUD <br />application. A tree report was also previously <br />submitted in conjunction with the PUD application. <br />That tree report indicated that the majority of <br />trees on site were of limited biological value and <br />with a short life expectancy. The project has been <br />condi tioned so that at least 15 percent' of the <br />trees on site (15 trees) are of at least 24" box in <br />size or greater. Additionally, the most viable <br />trees, the 49" siberian elm and 2 of the walnut <br />trees, would be retained. No other flora or fauna <br />exist on this property which would be endangered by <br />the subdivision. Excess storm water run-off will <br />be directed into downspouts, catch basins and storm <br />drains installed as part of the public <br />infrastructure improvements required with project <br />approval. <br /> <br />4. The design of the subdivision is not likely to <br />cause serious public health problems. <br /> <br />The proposed development is consistent with <br />proposed and existing developments in the vicinity. <br />All utilities and services will be designed to city <br />standards to ensure the public health and safety. <br />The applicant is required to install a storm drain <br />line to accept surface run-off from this property. <br />
