Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The subject project was authorized under the FY 1999/2000 Capital Improvement Program. <br />Ultimately, funding for these improvements will be reimbursed to the City by the Safeway <br />Corporation, as stated in the Cost Reimbursement Agreement between the City of Pleasanton <br />and the Safeway Corporation, dated July 28, 1999. Staff recommends that the interim <br />financing for this project be provided from the General Fund. The Safeway Corporation will <br />be invoiced for reimbursement upon the acceptance of the project by City Council. The <br />project consists of the installation of approximately 6,050 square feet of sidewalk, 9 accessible <br />ramps and landscape improvements. The purpose of this project is to improve pedestrian <br />access with the installation of a new sidewalk where one does not currently exist. <br /> <br />On July 22, 1998, the Planning Commission approved a request by Safeway, Inc. for the <br />expansion of its headquarters. With its approval, the Planning Commission required Safeway <br />to contribute funds towards the design and construction of a public sidewalk located along <br />Stoneridge Mall Road starting from the Safeway site and ending at the existing sidewalk <br />located in front of the Stoneridge Corporate Center. The sidewalk would cross the frontages <br />of three properties including the Wyndam Garden Hotel, an office building owned by Crow <br />Spieker, and the parking area for the future BART station serving the mall area. The <br />Planning Commission's approval also provided for reimbursement to Safeway from these <br />property owners should those properties subdivide or develop within the 15 year life of the <br />agreement. Safeway has reviewed the bids received and has agreed to reimburse the City the <br />costs of improvements once construction is complete. <br /> <br />BIDS <br /> <br />Sealed bids for this project were opened on March 1, 2005. There were a total of six bids, <br />which ranged from $160,500 to $258,665. The engineer's estimate was $161,165. The lowest <br />bid of $160,500 was received from Rosas Brothers Construction. All bid documents submitted <br />by Rosas Brothers Construction were found to be in order.
