As <br />conditioned, the on-site pedestrian and vehicular <br />circulation would continue to interface in a safe <br />and efficient manner with the off-site circulation <br />patterns of the civic Overlay area. The existing <br />street trees along both frontages of the property <br />would be retained. No loading areas, fences, or <br />new utilities would be added as part of this <br />proposal. <br /> <br />E. That the proposed use will be compatible with the <br />civic center character of the civic Overlay <br />District. <br /> <br />The civic center area can be characterized by its <br />mix of commercial, office, and residential uses. In <br />addition to the city's library and administrative <br />offices, the civic center area currently contains <br />various retail stores, restaurants, offices and <br />service uses, and two residences. The proposed <br />financial institution would provide essential <br />banking and financial services for visitors to and <br />employees of the civic center, as well as the <br />greater downtown area. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act <br />(CEQA); and <br /> <br />WHEREAS, the Planning Commission determined that the proposed use <br />and minor exterior changes, as conditioned, would be a <br />compatible and attractive use for the free-standing <br />building. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />section 1. Approves Case UP-94-03/ Z-94-29, the application of <br />the Bank of Walnut Creek for 1) a conditional use permit <br />to operate a financial institution; and 2) design review <br />approval to construct exterior changes, including <br />signage, to an existing 3,880 square foot building <br />located at 249 Main street, subject to the conditions <br />shown on Exhibit liB" attached hereto and made part of <br />this case by reference. <br /> <br />section 2. This resolution shall become effective 15 days after <br />its passage and adoption unless appealed prior to that <br />time. <br />
