<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-94-06 <br /> <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT AND DESIGN <br />REVIEW AS FILED UNDER CASE UP-94-03/Z-94-29, THE APPLICATION <br />OF BANK OF WALNUT CREEK <br /> <br />WHEREAS, the Bank of Walnut Creek has applied for 1) a conditional <br />use permit to operate a financial institution; and 2) <br />design review approval to construct exterior changes, <br />including signage, to an existing 3,880 square foot <br />building located at 249 Main street; and <br /> <br />WHEREAS, zoning for the property is C-C (Central Commercial), <br />Downtown Revitalization, and Civic overlay Districts; and <br /> <br />WHEREAS, at their duly noticed public hearing of February 23, <br />1994, the Planning commission considered all public <br />testimony, relevant exhibits, and recommendations of the <br />city staff concerning this application; and <br /> <br />WHEREAS, the Planning commission made the following findings: <br /> <br />A. That the proposed location of the conditional use <br />is in accordance with the objectives of the zoning <br />ordinance and the purpose of the district in which <br />the site is located. <br /> <br />An objective of the city's zoning ordinance is to <br />promote a variety of uses within each applicable <br />zoning district in order to broaden and strengthen <br />the City I S tax base. The proposed bank facility <br />would fulfill this objective. <br /> <br />The City I S Downtown Specific Plan encourages the <br />operation of banks and financial institutions for <br />use by shoppers in this retail area. The proposed <br />banking facility would be consistent with the <br />zoning ordinance objectives which call for locating <br />commercial activities in proximity to the demand <br />and for the convenience of the public. In <br />addition, the bank would draw people into the <br />downtown, another objective of the Specific Plan. <br /> <br />The proposed bank operation is in conformance to <br />the City'S financial institution construction and <br />location policy. The bank would provide needed <br />financial services for both employees of and <br />residents living near and/or utilizing the nearby <br />civic center services and facilities. <br />
