<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-95-91 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF JOLIE EUROPEAN BODY <br />AND SKIN CARE (JEAN MONSEN) FOR A CONDITIONAL USE PERMIT TO <br />OPERATE A BEAUTY SALON WITH MASSAGE THERAPY SERVICE AS FILED <br />UNDER CASE UP-9S-67 <br /> <br />WHEREAS, Jolie European Body (Jean Monsen) has applied for a <br />conditional use permit to operate a beauty salon with <br />massage therapy service in the existing building located <br />at 3730 Hopyard Road; and <br /> <br />WHEREAS, zoning for the property is 0 (Office) District; and <br /> <br />WHEREAS, at their duly noticed public hearing of <br />November 29, 1995, the Planning Commission considered all <br />public testimony, relevant exhibits and recommendations <br />of the City staff concerning this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in <br />accordance with the objectives of the zoning <br />ordinance and the purpose of the district in which <br />the site is located. <br /> <br />Some of the objectives of the zoning ordinance are <br />to: foster a harmonious, convenient, workable <br />relationship among land uses, protect existing land <br />uses from inharmonious influences and harmful <br />intrusions, and to insure that public and private <br />lands ultimately are used for the purposes which <br />are most appropriate and beneficial to the City as <br />a whole. The proposed beauty salon with massage <br />therapy service would be consistent with these <br />objectives in that it would provide a service to <br />the community and would be conducted so as to not <br />impact or interfere with surrounding businesses. <br /> <br />The subject building is located in the office <br />zoning district. One purpose of the office zoning <br />district is to establish and maintain in portions <br />of the City the high standards of site planning, <br />architecture and landscape design sought by many <br />business and professional offices. Another purpose <br />is to protect offices from the noise, disturbance, <br />traffic hazards, safety hazards, and other <br />objectionable influences incidental to certain <br />commercial uses. <br /> <br />II <br /> <br />. <br />
