In addition, the HC recommended <br />allocating $50,000 from the City's separate allocation of federal HOME funds to Allied <br />Housing, Inc., for the Carmen Avenue project in Livermore. <br />Comparison with StaffRecommcndati0ns <br />The Housing Commission's recommendation is the same as that which was recommended by <br />staff. However, the funding allocation recommended by the Human Services Commission is <br />slightly different than the staff recommendation. The Commission felt that it was appropriate to provide some support to Easter Seals <br />for its new "community inclusion" program for disabled youth and therefore recommended <br />allocating $5,000 of the limited $13,238 that is available for public services. Staff believes that <br />the action taken by the Human Services Commission is close in concept to the recommendation <br />originally suggested by staff. In summary, we support the composite recommendation <br />formulated by the two commissions and believe that it will result in a good use of the City's <br />CDBG allocation for fiscal year 2005. <br />DISCUSSION <br />The FY 2005 funds that were approved by the City Council in 2003 and 2004 as part of the <br />three-year program allocation are shown with the composite recommendations by the HSC and <br />HC in the attached Table A. The table also shows the amount of funding requested by each <br />agency which submitted a new application this year. <br />Staff supports the composite funding allocation recommended by the Human Services and <br />Housing Commissions. As in prior years, the City is not able to provide funding to all agencies <br />seeking funding. However, staffbelieves that the combination of funds approved last year and <br />the new allocation of remaining FY 2005 funds results in an efficient and diverse use of the <br />City's annual CDBG and HOME funding allocations. <br /> <br />SR:05:103 Page 6 CDBG CCSR 2005 final.doc <br /> <br /> <br />
