2. Housing Rehabilitation <br /> <br /> 3. New Construction <br /> <br /> 4. Fair Housing <br /> <br />HUD places several key restrictions on the total CDBG funding allocated to Pleasanton (a total <br />of $321,586 for FY 2005). A maximum of twenty percent (20%) of the City's grant (or <br />$64,317) can be applied toward the costs of administering the program. The most recent City <br />budget approved by the City Council has reserved that portion of the grant for administration <br />purposes, primarily staff costs. In addition, HUD has established a maximum of fifteen percent <br />(15%) of the grant ($48,238) that can be used to fund "public services." The remainder of the <br />funding ($209,031) can be used for projects that meet the eligibility criteria noted above <br />(generally capital improvements and rehabilitation projects). <br /> <br />As shown in Table C, the City received approximately $295,000 in new applications for funding <br />in FY 2005. [One or more of these applications may also be eligible for funding from the City's <br />federal HOME grant and/or the City's Lower Income Housing Fund, both of which are <br />administered by the Housing Commission.] <br /> <br />New Project Proposals and Commission Actions <br /> <br />The new projects were discussed in detail at the two commission meetings. Please refer to the <br />attached minutes from the meetings. <br /> <br />Human Services Commission (HSC) Action <br /> <br />The HSC reviewed applications from five agencies at its recent meeting of March 2. After <br />hearing presentations from agency representatives and discussing the applications, the HSC <br />voted to recommend allocating the remaining "public services" funding as follows: $5,000 to <br />Easter Seals Bay Area for its new "Tri-Valley Community Inclusion Program" for disabled <br />youth, and the remaining $8,238 to Spectrum Community Services for its senior meal programs. <br />The Commission also recommended allocating a total of $51,183 in "capital" funding as <br />follows: $21,838 to Axis Community Health to replace wheelchair ramps at the Railroad Street <br />community clinic; $10,000 to CAPE, Inc., for rehabilitation improvements at Hill 'n' Dale <br />Preschool; and $19,345 to Tri-Valley Haven to purchase equipment and furnishings for the <br />domestic violence shelter located in Livermore. <br /> <br />Housing Commission (HC) Action <br /> <br />The HC reviewed housing-related applications from two agencies at its meeting of March 17. <br />After hearing presentations from agency representatives and discussing the applications, the HC <br />voted to recommend allocating the remaining $35,524 for "capital" projects to GRID <br /> <br />SR:05:103 Page 5 CDBG CCSR 2005 final.doc <br /> <br /> <br />
