PUBLIC HEARINGS AND OTHER MATTERS <br /> <br /> A. Presentation from Nonprofit Agencies and Recommendation to Allocate Federal <br /> Community Development Block Grant (CDBG) and Home Investment <br /> Partnership Program (HOME) Funds for Fiscal Year 2005 (2005-06) <br /> <br /> Scott Erickson presented the staff report. Mr. Erickson reported that this is the annual <br /> opportunity for reviewing applications from nonprofit agencies primarily for community <br /> block grant funds but also for federal home funds. This is the third year of a three-year <br /> cycle. Last year the Housing Commission and the Human Services Commission <br /> preallocated some of the funds for the coming year in anticipation of getting another <br /> grant. Staff notified all the local nonprofits about the availability of these funds. Two <br /> workshops were held in January in collaboration with the City ofLivermore. A total of <br /> seven applications were received for new funding. Five of those applications were for <br /> non-housing projects and were reviewed by the Human Services Commission two weeks <br /> ago. Two projects are before the Housing Commission tonight. <br /> <br /> The staff report contains background information indicating what the total grant is and <br /> various considerations with regard to the two applicant agencies. It should be noted that <br /> the Human Services Commission allocated all of the funds that were available for public <br /> services and some of the funds available for capital projects. Deducting these funds, <br /> there is $35,524 in CDBG funds for the Housing Commission to consider. This amount <br /> works well with the two projects that are seeking funds because Allied Housing is <br /> seeking HOME funds which are covered through a different grant, whereas GRID <br /> Alternatives is seeking $40,000 for a second year of the solar affordable housing <br /> program. The Commission's approval is in the form ora recommendation that is then <br /> taken to the City Council for review and approval. <br /> <br /> Commissioner Whisnand asked who received funding last year. Scott Erickson replied <br /> that GRID Alternatives was funded for $40,000 for the first year of the solar affordable <br /> housing program. Allied was not funded for this project but did receive funding for the <br /> Housing Alliance project in Castro Valley which is now under construction. <br /> <br /> Page - 1 - <br /> <br /> <br />
