The plan is in the best interests of the public health, safety, and general welfare: <br /> <br />The proposed project, as conditioned, meets all applicable City standards concerning <br />public health, safety, and welfare, e.g. vehicle access, geologic hazards (not within a <br />special studies zone), and flood hazards (not within a flood zone). The proposed <br />development is designed to be compatible with the adjacent land uses, as well as the <br />General Plan and North Sycamore Specific Plan designations for this site and all other <br />relevant policies and programs. The project has developed a phasing plan which would <br />allow for the future subdivision of the property to be submitted without negatively <br />impacting the infrastructure design parameters contained with in the North Sycamore <br />Specific Plan. <br /> <br />2. The plan is consistent with the City's General Plan: <br /> <br />The North Sycamore Plan was developed to implement the City's General Plan for the <br />North Sycamore Area. The Sycamore Specific Plan has been found to be consistent with <br />the General Plan policies including development outside lOO-year flood zone areas, <br />development on stable soils, construction (future) of semi-custom housing stock, and <br />densities consistent with surrounding properties. Based on the analysis contained within <br />the staff report, the subject development is consistent with both the General Plan and <br />North Sycamore Specific Plan; although all provisions of the NSSP are not provided for <br />directly with this project, this is essentially a "status quo" project with conditions which <br />will fully implement the Specific Plan when Parcel 2 develops. <br /> <br />3. The plan is compatible with previously developed properties in the vicinity and the <br />natural, topographic features of the site: <br /> <br />No additional development is proposed in conjunction with the proposed project. Until <br />a subsequent development plan is approved for Parcel 2, the site will remain in its <br />existing, mostly natural state. <br /> <br />4. The grading takes into account environmental characteristics and is designed in keeping <br />with the best engineering practices to avoid erosion, slides, or flooding to have as <br />minimal an effect upon the environment as possible. <br /> <br />No additional grading is proposed with the subject development and, thus, the proposed <br />project would have no effect upon the environment. The subsequent grading to <br />accommodate the development of Parcel 2 will be reviewed in the future when a <br />development is proposed for that lot.
