use of an informal and streamlined bidding process for projects less that $100,000. The increase
is a reflection of increases in the construction trade that have impacted the previous limit of
$75,000. Staff does not anticipate this action affecting operations significantly since most public
works projects are substantially in excess of $100,000. The primary difference between the two
methods is that the informal method does not require the issuance of formal plans, specifications
and bid documents and provides that the contract may be approved by the City Manager. Formal
bidding requires the City Council to award the contract.

If the Council approves the introduction of this ordinance, it will be placed on the Council's
April 5 agenda for a second reading. Further, staff will amend the Manual to reflect the new
$100,000 limit.

FINANCIAL IMPACT

No significant fiscal impact is expected as a result of formalizing mostly existing purchasing
procedures. However, some staff time will likely be saved because the procedures will be better
defined and more accessible. In addition, some staff time savings may be realized by raising the
public works informal bid limit from $75,000 to $100,000.

Respectfully submitted,

Steven Bocian Susan Rossi Nelson Fialho
Deputy City Manager Director of Finance City Manager

Attachments

SR 05:071
Page 4
