This procedure has been in place for engineering <br /> services for many years and is being expanded for use by other departments. (See Section III <br /> (H)) <br /> <br />· Establishes provisions for using a sole source vendor and a cooperative purchasing agreement <br /> that in certain situations may be used to select a vendor based on bidding conducted at <br /> another agency. (See Section VII (C) and (I through O) <br /> <br />The attached Manual is intended as a tool to improve purchasing efficiency for staff and to <br />inform the public of how the City conducts purchases. Because this is the City's first <br />comprehensive Manual, staff is recommending Council approval. However, it is intended to <br />reflect how business is handled on a regular basis and as such, it is subject to change to reflect <br />improvements and/or modifications deemed appropriate by the City Manager. As a result, staff <br />anticipates the City Manager will modify the documents as needed to incorporate improvements <br />within State statutory limits and requirements of the Pleasanton Municipal Code. Staff intends <br />to finalize the publication of the Manual shortly after Council approval and will distribute to the <br />organization with related in house training. <br /> <br />Introduction of City Ordinance Modifying Limits for Public Works Contracts <br /> <br />As indicated previously, in 2001, the California Legislature increased the threshold for formal <br />bidding procedures for public works contracts from $75,000 to $100,000 under the Public <br />Construction and Cost Accounting Act.
