<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-95-75 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF JUDY MORRIS FOR A NON- <br />EXEMPT HOME OCCUPATION PERMIT TO CONDUCT INDIVIDUAL MEDITATION <br />AND STRESS RELIEF CLASSES AS FILED UNDER CASE UP-95-52 <br /> <br />WHEREAS, Judy Morris has applied for a non-exempt home occupation <br />permit to conduct individual meditation and stress relief <br />classes at the residence located at 1174 Blanc Court; and <br /> <br />WHEREAS, zoning for the property is R-1-6500, single-family <br />residential District; and <br /> <br />WHEREAS, at their duly noticed public hearing of October 11, 1995, <br />the Planning Commission considered all public testimony, <br />relevant exhibits and recommendations of the City staff <br />concerning this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in <br />accordance with the objectives of the zoning <br />ordinance and the purpose of the district in which <br />the site is located. <br /> <br />Chapters 18.32 and 18.36 of the zoning ordinance <br />permit home occupations to be conducted in <br />residences in the R-1 and RM zoning districts, in <br />accordance with Chapter 18.104 (Home Occupations). <br />Some of the objectives of the R-1 and RM districts <br />are to protect residential properties from the <br />hazards, noise, and congestion created by <br />commercial and industrial traffic, and to protect <br />properties from noise, illumination, unsightliness, <br />odors, dust, dirt and other objectionable <br />influences and hazards. <br /> <br />The objective of Chapter 18.104 is to permit <br />certain home occupations which will not adversely <br />affect the residential character of the <br />neighborhood and which normally occur in <br />residences. As proposed and conditioned, the use <br />would not generate excessive traffic, parking <br />demand, or noise. Because of the small number of <br />customers which would come to the home, the <br />requirement for clients to park in the driveway, <br />and the requirement for a fifteen minute break <br />between classes, the use would be operated in a <br />manner which is consistent with and incidental to <br />the residential use of the property. <br />
