<br />PUD FINDINGS <br />Case PUD 95-03 <br /> <br />I. Whether the plan is in the best interests of the public health, safety, and general welfare: <br /> <br />The proposed project, as conditioned, would be consistent with all applicable City <br />standards concerning public health, safety, and welfare. The applicant will contribute to <br />master planned infrastructure improvements which are needed in order to ensure adequate <br />circulation, water, sewer, and other infrastructure requirements in accordance with <br />General Plan standards. The development would place a public road along the Arroyo <br />Del Valle which will afford creek views for the enjoyment of the general public. <br />Improvements to the banks of the Arroyo Del Valle will be conducted in order to repair <br />past erosion problems. <br /> <br />2. Whether the plan is consistent with the City's General Plan: <br /> <br />While the project is within the acceptable range for PUD-MDR (Medium Density <br />Residential) projects of2-8 units/acre, limitations in water, sewer, access, and storm drain <br />infrastructure improvements create the need to develop the area at the lower end of the <br />General Plan range. In addition, developing the property at the lower end of the density <br />range will preserve the rural character of the area. The project at 3 d.u.'s/acre is at the <br />lower end of the General Plan range, thus the proposal is consistent with the City's policy <br />direction expressed at the time the Medium Density Residential General Plan designation <br />was adopted. In addition, the project has been required to contribute to the necessary <br />infrastructure improvements to meet General Plan standards. <br /> <br />3. Whether the plan is compatible with previously developed properties in the vicinity and <br />the natural, topographic features of the site: <br /> <br />Throughout the design of this infill project, much consideration has been given to <br />minimizing any potential impacts on the adjacent residences. The project has been <br />designed so that future homes would promote the rural ambiance of the area and respect <br />the privacy of the surrounding development. furthermore, Mr. Jones's access will be <br />retained through the existing easement and a new public street, and the development will <br />permit proper drainage of this driveway. <br /> <br />4. Whether grading takes into account environmental characteristics and is designed in <br />keeping with the best engineering practices to avoid erosion, slides, or flooding to have as <br />minimal an effect upon the environment as possible. <br /> <br />Subsequent grading of the site would be limited. The proposed design guidelines specify <br />that subsequent development shall minimize grading to the greatest extent possible. final <br />grading requirements which may be necessary to accommodate future homes will be <br />subject to design review approval to ensure compliance with this condition. All of the <br />project improvement plans will be reviewed and approved by the City for their <br />compliance to standard soil erosion control practices. The project has been designed to <br />
