Alameda County Transportation Improvement Authority
Special Transportation for Seniors and People with Disabilities

disabled residents. The pvapose of the program is to reduce isolation, increase
socialization and encourgage independent living, thereby minimizing the need for
institutionalization and enhancing the quality of life for residents no longer able to drive
or those who do not have a car available. The program provides door-to-door, driver
assisted transportation. PPS requires the driver to remain within sight of the vehicle at all
times for the safety of all concerned.

Registration for PPS is required and applications may be obtained from thc Paratransit
office. Staffis available to assist clients in completing the applications. Staffrequires two
(2) days to process applications and begin service. (See Attachment A.)

Reservations can be made up to two (2) weeks in advance through the Paratransit Office.
Rides are reserved on a first-call, first-served basis, and dispatchers encourage round-trip
reservations. Due to the service demands, PPS is not able to provide same day
reservations.

The PPS fleet includes one (1) van and six (6) mini-buses. These vehicles are owned,
operated and maintained by the City of Pleasanton. Service is available Monday through
Friday, 8:00 a.m. to 6:00 p.m., and Saturday, 9:00 a.m. to 4:00 p.m. There are six (6)
drivers scheduled on weekdays and two (2) drivers on Saturdays. The service does not
operate on Sunday. When PPS is not operating, LAVTA provides comparable service to
ADA eligible clients.

There are two (2) full-time and seven (7) part time drivers, all City of Pleasanton
employees. All drivers are hired, trained and supervised by the City of Pleasanton. There
is currently one (1) full time dispatcher and one (1) part time dispatcher, both City
employees. A part-time office aide assists with passenger reservations. A Recreation
Supervisor and Community Services Manager provide management for this program.

The fare structure is divided into two (2) areas of service: (1) In-Town service, and (2)
Out-Of-Town service. (See attachment B.) Pleasanton residents pay $2.00 for in-town
service and $2.50 for out-of-town service. Residents living in Sunol and the
unicorporated areas of Pleasanton pay $2.50 for in-town service and $3.00 for out-of-
town service. Rider punch cards are sold for $20.00 and $25.00, and may be purchased in
advance at the Pleasanton Senior Center. Drivers punch the client card according to
destination. The City of Pleasanton also funds a resident scholarship program for all
residents that meet the Federal Housing and Urban Development (HUD) income
guidelines. Seniors who are eligible may ride at a 50% discount.

The PPS area covers all of Pleasanton, its unicorporated areas, and Sunol. Limited service
to medical appointments in Livermore, Dublin, and San Ramon is permitted to specific
approved destinations.

Types of rides provided vary according to the needs of the clients. In FY 2003-04, 24,867
rides were completed. Trip purpose included 20% nutrition, 25% medical, 24% living
