<br />constructed on properly prepared surfaces. As conditioned, the design of the proposed <br />development would provide adequate drainage to prevent flooding. Erosion control and <br />dust suppression measures will be documented in the final map and will be administered by <br />the City's Building and Public Works Departments. Urban c1eanwater runoff measures <br />will be incorporated into the project through conditions of approval. The property is not <br />located in the Alquist-Priolo Study Zone. According to the United States Department of <br />Housing and Urban Development Flood Hazard maps, no portion of the site is located in a <br />flood hazard zone Therefore, staff feels that the grading is designed in keeping with the <br />best engineering practices and would have a minimal effect on the environment. <br /> <br />5. Whether streets and buildings have been designed and located to complement the <br />natural terrain and landscape: <br /> <br />As conditioned, the streets and buildings have been located and designed to complement <br />the natural terrain by creating only minor changes to the site's relatively flat topography. <br />The proposed homes would obstruct partial views of the southeast hills and Mount Diablo <br />as viewed from the homes along Hansen Drive and Black Avenue, respectively. However, <br />the homes along Black Avenue and Hansen Drive have been oriented with the largest <br />setback (23 ft.) on the street and opposite the existing homes Filtered views between the <br />new homes of these vistas from the existing homes would be maintained. The location of <br />the project roadway separating the proposed residential development from Hansen park <br />results in the units having a generous setback from the park which maximizes the open feel <br />of the park and eliminates the need for unattractive property line fencing. Therefore, staff <br />feels that the streets and buildings have been designed and located to complement the <br />natural terrain and landscape <br /> <br />6. Whether adequate public safety measures have been incorporated into the design of <br />the plan: <br /> <br />Several public safety measures have been incorporated into the design of the proposed <br />development plan and off-site improvements. As conditioned, all on-site streets meet City <br />standards which would ensure that adequate access is provided to all structures for police, <br />fire, and other emergency vehicles Appropriate traffic signs would be installed on the <br />new project streets, such as the installation of stop signs at the north and south ends of the <br />new through-street at its intersection with Hansen Drive and Black Avenue. Additionally, <br />the construction of this new roadway between the proposed residential development and <br />Hansen Park would provide an improved access for the provision of emergency services to <br />park users, as well as routine police surveillance of the park. Therefore, staff believes that <br />the plan has been designed to incorporate adequate public safety measures. <br /> <br />T1 <br />
