.

Resolution No. PC-95-55
Page 3

into the project as required. Many mitigation
measures included as part of the project approvals
have been implemented prior to previous final map
approvals, or will be addressed prior to approval
of any final maps for this portion of the site.
Other mitigation measures require continuous
monitoring over longer periods of time.

The project approvals required that the applicant
obtain permits from the Army Corps and from the
California Department of Fish and Game for
alteration of natural stream courses and the
elimination of some wetland areas. The permitting
agencies required certain mitigation measures,
including the recreation of some wetland areas (not
on this site) and the increase in size of the Tiger
Salamander Habitat. These permit conditions have
been incorporated into the project design.

Additionally, the applicant responded to requests
to create a detention basin near the Vallecitos
Road entrance to capture and redirect into an
existing streamcourse storm water run-off from the
project. Without this detention basin, storm water
run-off would have been piped off-site, which could
have affected adversely the existing stream course
along Vallecitos Road.

Few large trees exist on this part of the project
and all large specimens will be preserved in place
or, where possible, relocated elsewhere on the site
after initial grading.

4. The design of the subdivision is not likely to
cause serious public health problems.

The proposed development is consistent with
proposed land uses in the vicinity. Project
streets generally have been designed to City
standards. Collector streets within the project
are wide enough to accommodate bike lanes and
sidewalks are provided as appropriate. Pedestrian
access through common open space areas will be
possible with the installation of gravel or
concrete pathways. The Vallecitos Road entrance is
designed in a manner to safely accommodate two
lanes of traffic into and out of the project site,
and there is sufficient stacking distance along the
entrance drive to ensure that no cars will
interfere with the intersection. The Vallecitos
Road intersection is being design in conjunction
