Many mitigation <br />measures included as part of the project approvals <br />have been implemented prior to previous final map <br />approvals, or will be addressed prior to approval <br />of any final maps for this portion of the site. <br />Other mitigation measures require continuous <br />monitoring over longer periods of time. <br /> <br />The project approvals required that the applicant <br />obtain permits from the Army Corps and from the <br />California Department of Fish and Game for <br />alteration of natural stream courses and the <br />elimination of some wetland areas. The permitting <br />agencies required certain mitigation measures, <br />including the recreation of some wetland areas (not <br />on this site) and the increase in size of the Tiger <br />Salamander Habitat. These permit conditions have <br />been incorporated into the project design. <br /> <br />Additionally, the applicant responded to requests <br />to create a detention basin near the Vallecitos <br />Road entrance to capture and redirect into an <br />existing streamcourse storm water run-off from the <br />project. Without this detention basin, storm water <br />run-off would have been piped off-site, which could <br />have affected adversely the existing stream course <br />along Vallecitos Road. <br /> <br />Few large trees exist on this part of the project <br />and all large specimens will be preserved in place <br />or, where possible, relocated elsewhere on the site <br />after initial grading. <br /> <br />4. The design of the subdivision is not likely to <br />cause serious public health problems. <br /> <br />The proposed development is consistent with <br />proposed land uses in the vicinity. Project <br />streets generally have been designed to City <br />standards. Collector streets within the project <br />are wide enough to accommodate bike lanes and <br />sidewalks are provided as appropriate. Pedestrian <br />access through common open space areas will be <br />possible with the installation of gravel or <br />concrete pathways. The Vallecitos Road entrance is <br />designed in a manner to safely accommodate two <br />lanes of traffic into and out of the project site, <br />and there is sufficient stacking distance along the <br />entrance drive to ensure that no cars will <br />interfere with the intersection.
