All building and/or structural plans shall comply with <br />all codes and ordinances in effect before the Building <br />Department will issue permits. <br /> <br />d. All houses shall be constructed to meet Title 24 State <br />energy requirements. <br /> <br />e. All conditions of approval shall be attached to all <br />building permit plan check sets submitted for review and <br />approval. These conditions of approval shall be attached <br />at all times to any grading and construction plans kept <br />on the project site. It is the responsibility of the <br />property owner to ensure that the project contractor and <br />subcontractors are aware of, and abide by, all conditions <br />of approval. It is the responsibility of the property <br />owner to ensure that the project landscape/irrigation <br />contractor and subcontractors are aware of, and adhere <br />to, the approved landscape and irrigation plans. Prior <br />approval from the Planning Department must be received <br />before any changes are constituted in site design, <br />grading, house design, house colors or materials, fence <br />material, fence location, landscape material, etc. <br /> <br />f. The developer shall submit a pad elevation certification <br />prepared by a licensed land surveyor or registered civil <br />engineer to the Director of Building Inspection and <br />Planning Director, certifying that the pad and building <br />locations (setbacks) are pursuant to the approved plans, <br />prior to receiving a foundation inspection for the <br />structure. <br /> <br />g. Building and situs plans are to be submitted to the <br />Building Department on computer disk in a format approved <br />by the Director of Building Inspection. Digitized <br />information shall be submitted before requesting a final <br />inspection and should reflect as-built situs and <br />architectural information as approved by the Director of <br />Building Inspection. <br /> <br />18. Construction Requirements: <br /> <br />a. All initial site improvements and house construction <br />activities shall be limited to the hours of 8:00 a.m. to <br />5:00 p.m., Monday through Saturday. Construction equip- <br />ment shall not exceed a noise level of eighty-six (86) <br />dBA at the property line. <br /> <br />b. At no time shall campers, trailers, motor homes, or any <br />other vehicle be used as living or sleeping quarters on <br />the construction site. All such vehicles shall be <br />
