The proposed use shall conform substantially to the site plan, <br />written narrative, and related materials, Exhibit A (dated <br />"Received" June 30, 1995), on file with the Planning <br />Department, except as modified by these conditions. Minor <br />changes to the plans may be allowed subject to the approval of <br />the Planning Director if found to be in substantial <br />conformance to the approved exhibits. <br /> <br />2. This use permit is granted for a period of 2 years. If, at <br />the end of 18 months, the applicant informs the Planning <br />Director that he would like to remain on the site beyond the <br />2 year period, he shall submit plans showing permanent <br />improvements for the site as directed by the Planning <br />Director. Such improvements may include paving, landscaping, <br />and urban storm water runoff controls. The Planning Director, <br />after reviewing the required plans, may approve an extension <br />of the use permit or may refer the use permit to the Planning <br />Commission. <br /> <br />3. If additional uses or activities beyond that approved by the <br />Planning Commission are desired by the applicants, prior City <br />review and approval is required. Details of such activities <br />shall be submitted to the Planning Director, who may approve <br />the modification if it is judged to be minor, or may refer the <br />matter to the Planning Commission for a public hearing if <br />judged to be substantial. <br /> <br />4. If, at any time in the future, it is determined by the <br />Planning Director that noise, emissions, drainage, litter, <br />storage, parking, traffic, excessive police responses, or <br />other issues associated with the proposed use are having <br />adverse effects on surrounding uses or the City in general, <br />this matter can be submitted, at the discretion on the <br />Planning Director, to the Planning Commission for their <br />subsequent review at a public hearing. If necessary, the <br />Commission may modify or add conditions of approval to <br />mitigate such impacts, or may revoke said use permit. <br /> <br />5. The applicant shall install filter fabric across the storm <br />inlets during the rainy season, from October 15 through <br />April 15, and shall clean debris from the filter in order to <br />maintain the storm inlets in proper working order at all <br />times. <br /> <br />. <br />
