That if, at any time in the future, it is determined by the Planning Director that noise, emissions, drainage, litter, storage, parking, traffic, or other issues associated with the proposed use are having adverse effects on surrounding uses or the City in general, this matter can be submitted, at the discretion on the Planning Director, to the Planning Commission for their subsequent review at a public hearing. If necessary, the Commission may modify or add conditions of approval to mitigate such impacts, or may revoke said use permit. 7. The hours of operation shall be limited to 9:00 a.m. to 6:00 p.m., Monday through Saturday. A limited number of night-time tow truck deliveries (up to five per month) is permitted. However, should complaints be received regarding the night-time tow truck deliveries, these deliveries shall cease. 8. If signing for the site is desired, a comprehensive signing program shall be submitted to the Planning Director for consideration under separate application. 9. A one to two inch gravel base shall be installed for the outdoor storage area prior to the commencement of outdoor storage activities. 10. The applicant shall be responsible for ensuring that no vehicles leak any fluid while stored on the site. Should any leakage occur, the fluid shall be immediately cleaned-up by the applicant. {end}
