Whether adequate public safety measures have been incorporated into the design of the <br />plan: <br /> <br />Public safety measures have been incorporated into the design of the proposed <br />development plan and off-site improvements. The installation of sidewalks along the <br />three streets frontages that surround the site would result in the separation of vehicular, <br />bicycle, and pedestrian traffic. Truck traffic into and out of the proposed project would <br />not result in unsafe traffic movements for those drivers or the other drivers utilizing <br />Pleasant Hill Road because there would be adequate sight distance at the project entry on <br />Pleasant Hill Road. Additionally, the entrance has been located at a substantial distance <br />from the active play areas in Moller Park which would not require residents using the <br />park to cross the project entrance road. All trucks would be required to pull into the <br />project site to load! unload and therefore, trucks would not need to park on the adjacent <br />city street. The proposed project has been designed to provide turning for the trucks on <br />the project site through the use of the driveway circulation system. <br /> <br />Additionally, sidewalks for pedestrian circulation would be installed along all three street <br />frontages as part of this development. Also, the site pays assessments as part of the North <br />Pleasanton Improvement District which is used to fund various traffic improvements in <br />north Pleasanton. The building will be sprinklered to minimize fIre hazards and would <br />be required to meet all the standards of the Uniform Building Code and applicable city <br />ordinances. Adequate access is provided to all structures for police, fIre, and other <br />emergency vehicles. <br /> <br />Therefore, staff believes that this fInding can be met. <br /> <br />7. Whether the plan conforms to the purposes of the PUD District: <br /> <br />Staff does not believe that the proposed PUD development plan would conform to the <br />purposes of the PUD district. One of the purposes is to insure that the desires of the <br />developer and the community are understood and approved prior to commencement of <br />construction of the project. As evidenced by the numerous responses by the residents of <br />the adjacent residential properties, the proposed development plan has been strongly <br />opposed and not considered as an acceptable land use for this site. While numerous <br />meetings have been held and information has been provided in order to give the residents <br />a clear understanding of the proposed development plan, the overwhelming consensus of <br />these residential property owners is that a development plan to construct a self-storage <br />facility on this site is an unacceptable land use. The PUD wning of this site is meant to <br />provide a mechanism whereby the city can designate parcels and areas requiring special <br />consideration and tailor the manner in which development occurs to fit the surrounding <br />area. Given that the site represents a transition from commercial/office to residential land <br />uses, this site warrants such a PUD zoning because of the sensitive nature of determining <br />an appropriate development and use for this site. However, the proposed development <br />and land use proposed by the applicant has been perceived as an inappropriate use for this <br />
