<br />Resolution No. PC-95-36 <br />Page 2 <br /> <br />The new building has been designed to appear as <br />another single-family residence on this large, <br />23,000 square foot lot. Due to the size of the lot <br />and State requirements for open space, there still <br />is considerable open yard area even with the new <br />structure. Other than the variance needed for <br />fencing in the front yard, the proposed new <br />structure and fenced play yards meet the <br />development standards of the R-I-6,SOO District. <br /> <br />Parking is provided through an arrangement with the <br />adjacent church, which has leased IS parking spaces <br />to the childcare center for its use. Although <br />staff and the Municipal Code generally encourage <br />that parking for a use be provided on-site, this <br />arrangement had been approved previously under the <br />original use permit. This arrangement is <br />beneficial to the church and childcare center. <br /> <br />The proposed conditions of approval for the project <br />give the City appropriate controls to ensure that <br />the use does not have any negative impacts on <br />surrounding homes, businesses, and properties. The <br />use permit for the expansion of the childcare <br />center is, therefore, in accordance with the <br />objectives of the zoning district. <br /> <br />B. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />The expansion of the childcare center and the <br />required open space for the play yards will be <br />contained completely on-site. Sufficient parking <br />is provided on an adjacent site through a lease <br />agreement. The site is a corner lot and <br />surrounding residential properties are located <br />across the streets from the childcare center. The <br />center is located at the entrance to the <br />residential neighborhood and provides somewhat of a <br />buffer (along with the church) between the arterial <br />street and the residential areas. The use would not <br />have an immediate impact on adjacent residents or <br />their property. The site is located on the corner <br />of a residential street and one of the City's major <br />arterials, providing easy access into and out of <br />the site. <br />
