Deny the proposed design guidelines and deny the modified design review proce- <br /> dures: <br /> <br /> With this option, the present design guidelines and review procedures originally set forth <br /> with the PUD development plan would be maintained. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />Environmental review for the proposed project was undertaken with the Final Environmental Im- <br />pact Report (EIR) approved by the City Council for the Happy Valley Specific Plan in confor- <br />mance with the standards of the California Environmental Quality Act (CEQA). The proposed <br />modification would be design guidelines and review procedures and, therefore, would not consti- <br />tute a substantial change to the project or to the circumstances under which the project is being <br />undertaken that would involve new significant environmental effects or that would substantially <br />increase the severity of previously identified effects. Furthermore, there is no new information of <br />substantial importance, which was unknown at the time that the FEIR was approved by the City <br />Council regarding the project or its effects, mitigation measures, or alternatives. Therefore, no <br />new environmental document accompanies this staff report. <br /> <br /> CONCLUSION <br /> <br /> The three aspects of the proposal - Design Guidelines, Review Procedures, and Planning Com- <br /> mission Notification - would work together to secure a high level of design quality for the homes <br /> of the Mariposa Ranch Development in an expedient and efficient manner. A clear, concise, and <br /> detailed description of the sites and of the four architectural types that would be constructed on <br /> them would be provided to the future owners of these sites. Complete notification to the Plan- <br /> ning Commission of the proposal and of the Zoning Administrator's actions on these home de- <br /> signs would be provided. Staff, therefore, believes that the proposed modification - design <br /> guidelines and review procedures - merits a favorable action by the City Council. <br /> <br /> STAFF RECOMMENDATION <br /> <br /> Staff recommends the City Council take the following actions on Case PUD-98-16-3M: <br /> <br />1. Make the finding that the proposed modification is covered by the previously approved <br /> Final Environmental Impact Report for the Happy Valley Specific Plan; <br /> <br />2.
