I. BACKGROUND <br /> <br /> Background <br /> <br /> On August 28, 2002, the Planning Commission approved the Vesting Tentative Subdivision <br /> Map 7372 along with the Final Residential Architectural Development Standards and Design <br /> Guidelines for the Mariposa Ranch at the Callipe Preserve Golf Course development. <br /> <br /> Mariposa Ranch at the Cailipe Preserve Golf Course <br /> <br /> Mariposa Ranch includes 34 custom residential lots and three estate lots facing Pleasanton's <br /> Callippe Preserve Golf Course, which are part of the overall golf course/residential develop- <br /> ment. Construction of the golf course including the public streets and infrastructure serving the <br /> residential lots has proceeded to where the lots are now being offered for sale. Three custom <br /> lots have been sold and several others have pending purchase contracts. <br /> <br /> The approved guidelines provided development standards for site planning, architectural style, <br /> grading, fencing, landscaping, lighting, accessory structures, use of color, criteria for pools/spas, <br /> and review and approval procedures. (Copies of the approved guidelines are attached and are a <br /> part of Section 2 of Volume One of Exhibit "A".) The approved review process requires an <br /> owner of a home site to submit a design review application for review consisting of a site plan, <br /> grading plan, floor plans, architectural elevations, entry treatments, lighting, and a color board. <br /> A visual analysis may also be needed at the discretion of the Planning Director. <br /> <br /> Black Mountain Development is the turnkey developer of these homes and has engaged the firm <br /> of Loving & Campos Architects to help the project meet the design considerations of the origi- <br /> nal approvals. The applicant has expanded the approved guidelines into a composite of exam- <br /> ples of architectural style, materials, and colors effectively describing the goals of the original <br /> approvals. As stipulated by the PUD conditions of approval, the houses on these lots are to be <br /> designed in accordance with the design guidelines and, except for the houses on Lots "A" <br /> through "C", are to be reviewed and approved by the Planning Commission at a public hearing. <br /> The development agreement on Lots "A" through "C" exempts these home sites from Planning <br /> Commission review. <br /> <br /> The significant interest shown in the lots sales and pending sales is the impetus for the appli- <br /> cants' request in that the 34 custom homes will be submitted consecutively creating a significant <br /> review process. The applicant requests the approval of the design guidelines to effect a stream- <br /> lined review process based on the Zoning Administrator's review and approval process. <br /> <br /> II. SITE DESCRIPTION <br /> <br /> The subject site is located contiguous to the fairways of the Callipe Preserve Golf Course in the <br /> Happy Valley Specific Plan area. Lots 1 through 10 are reached from Westbridge Lane, Lots 11 <br /> through 33 are reached from Clubhouse Drive, and Lot 34 is reached from an internal driveway <br /> <br /> Case No. PUD-98-16-3M Page 2 of 6 March 9, 2005 <br /> <br /> <br />
