Comet Technology, Inc. The majority of the project was funded from $3.6 million of Federal <br />TEA 21 and State matching funds. This project included the installation of a new traffic signal <br />control system with interconnected Traffic Operations Centers (TOC) in Pleasanton, Livermore <br />and Dublin. The new system allows staff to significantly improve traffic flow along the City's <br />arterial roadways. The system also allows staff to collect real-time traffic volume information <br />and adjust signal timing as necessary in response to special events or local emergencies. The <br />video imaging system allows staff to monitor all of the City gateways and adjust signal timing <br />as necessary to manage inbound traffic flow and cross-town freeway bypass traffic. <br /> <br />The project was divided into two separate construction contracts. The Systems contract <br />included the installation of all of the traffic signal control and communication field equipment <br />and the TOC equipment at each City Hall. The Fiber contract included the installation of <br />underground fiber optic cable linking the three TOCs. The Fiber Contract improvements were <br />previously accepted by City Council on November 4, 2003. <br /> <br />City Council also authorized staff to contract with Comet Technology, Inc. for extra work for an <br />amount not to exceed an additional $150,000 for additive work in the cities of Dublin, <br />Livermore and Pleasanton, approved $50,000 in contingency money for minor work necessary <br />to complete the project, and $100,000 for the purchase of additional equipment and spare parts <br />from Comet Technology or Western Pacific Signal. The City of Livermore also initiated a <br />$212,000 Change Order funded with Livermore local funds to expand the system in that city. <br />The City of Pleasanton administered the contract for the three cities, saving the project <br />approximately $250,000 in administration costs. Staff's time was charged against total project <br />funds, with the remaining savings used to further enhance the project within Pleasanton. <br /> <br />BUDGET <br /> <br />The primary funding for the Systems Contract was from a $3.6 million federal grant. However, <br />the total cost of the fiber contract, system contract, consultant agreement and change orders far <br />exceeded the amount of the federal grant.
