because it combines the Specific Plan and Master Plan meetings as well as the
environmental review process for the two. The Phase One Baseball Fields Plan would
continue on a completely independent, fast-track process from the other two plans.

If you would like my assistance beyond the terms of our current contract, I would be
pleased to become involved in the tasks indicated in the attached process/schedule at my
current billing rate. Alternatively, I would be pleased to discuss other possible
· arrangements that might better suite your needs.

The proposed process provides that I would perform generally all of the planning tasks
for the three processes through June. The proposed schedule would work with my
current office schedule of projects because of the efficiency reasons discussed above.
The proposed process also assumes that the Parks and Community Services Department
· .~:ou!d.be pfimea~ly responsible for about 2/3 of the:Phase One Baseball Fields Plan staff
work as it relates to the preparation of staff reports (except, I would prepare the Planning
Commission report and Negative Declaration), and staffrepmsentation at all Parks and
Recreation Commission, Planning Commission and Council meetings.

Since the Bemal Planning process has historically been somewhat of a "moving-target,"
and because this may continue to be the case as new Council and commission members
come into the planning mix, I feel that a flexible contract between the City and my firm
would be the most efficient to administer. For example, I might contxact with the City to
coordinate the Bemal Property planning processes through June and be compensated on a
time and materials basis not to exceed $130 per hour x 18 work weeks x 12 hours per
week = $28,080. You would oversee the nature of my work and hours to ensure that I
keep on track with the City needs.

Your response as to how you would like to proceed would be appreciated.

RASMUSSEN PLANNING, INC.
Wayne Rasmussen, President

Cc: Nelson Fialho, City Manager

2
